In almost all states bail bond agents and bail bond companies are required to be licensed in order to carry on business within the specified state. There are a few "unusual" organizations that often provide bail bonds, regardless of whether or not they are legal.
A few states, though, have actually completely banned commercial bail bonding; four states to be exact, which include Illinois, Kentucky, Oregon and Wisconsin. When this is the case, a bail bond is usually substituting the 10% cash deposit alternative. Some of those states generally allow AAA and like organizations to proceed with providing bail bond services to insurance contracts or membership agreements, but Illinois is not one of those states that allow it.
Some states are in an economical discriminatory downfall with their bail bond systems and processes. Many government officials are pulling for a full and total bail bond reform due to the controversy surrounding bail bond matters, but these attempts have gone unsuccessful since the 1910's.
It is simply a state by state, case by case basis on how well a bail bond system in certain localities is governed. There are so many things for one to consider when searching for a reputable bail bond company in their state. Consider yourself a lucky one if you live in a state that has a very smooth bail bond process, rather than a state that is currently lacking in their bail bond process grading criteria.
